Notes to Table 2A:
WTO rules for trade in goods are found in Article XXIV of the General Agreement on Tariffs and Trade (GATT) and for trade in services, in Article V of the General Agreement on Trade in Services (GATS). The enabling clause allows developed countries to accord more favorable treatment to developing countries without according such treatment to other countries. It also applies to preferential trade arrangements between developing countries.
Papua New Guinea-Australia Trade and Commercial Region I (PATCRA I), not PATCRA II, was notified to the WTO in December 1976. However, PATCRA I has been replaced by PATCRA II which entered into force in 1991.
