WTO rules for trade in goods are found in Article XXIV of the General Agreement on Tariffs and Trade (GATT) and for trade in services, in Article V of the General Agreement on Trade in Services (GATS). Enabling Clause refers to preferential trade arrangements in trade in goods among developing member countries (from the the 1979 Decision on Differential and More Favourable Treatment, Reciprocity and Fuller Participation of Developing Countries).
Early Announcement is where participating members inform the WTO Secretariat (under the Transparency Mechanism) of new negotiations aimed at the conclusion of an RTA.
