Advancing Greener and Inclusive Trade through E-commerce in Asia and the Pacific
ADB—UNESCAP—AIC E-commerce Forum
E-commerce has emerged as a vital force in the global economy, with Asia and the Pacific accounting for more than half of global retail sales. The Forum facilitated a multistakeholder dialogue to enhance policy frameworks and guide future e-commerce development in the Asia and Pacific region. Discussions included (i) the current e-commerce landscape, with a focus on the challenges that developing economies and SMEs face in leveraging e-commerce platforms; (ii) policy issues related to competition, taxation, and environmental sustainability; (iii) international cooperation to amplify the benefits of e-commerce and digital trade; (iv) inclusivity and sustainability by empowering SMEs, including women-owned firms, to engage in global trade via e-commerce; and (v) how smart technologies can enable greener trade and transportation processes.

Albert F. Park is Chief Economist of the Asian Development Bank and Director General of its Economic Research and Development Impact Department. He is chief spokesperson on economic and development trends and leads the production of ADB’s flagship knowledge products and support for regional cooperation fora.
Mr. Park has more than 2 decades of experience as a development economist and is a well-known expert on the economy of the People’s Republic of China. He has worked on a broad range of development issues including poverty and inequality, intergenerational mobility, microfinance, migration and labor markets, the future of work, and foreign investment.
Mr. Park is Chair Professor of Economics, Social Science, and Public Policy at HKUST (on leave). He served as a founding director of HKUST’s Institute for Emerging Market Studies and Center for Economic Policy, and previously held faculty positions at the University of Oxford and University of Michigan.
A national of the United States, he received his bachelor’s degree in economics from Harvard University and his doctorate in applied economics from Stanford University.
Wilson White Vice President for Government Affairs and Public Policy, GoogleBioWilson L. White is Vice President, Government Affairs & Public Policy at Google, where he is the global head of government affairs and public policy for Google’s Platforms & Devices business unit as well as Google’s government affairs operations across the Asia Pacific region.
With 20 years of experience as an engineer and technology attorney, Wilson has used his multidisciplinary background and expertise to provide policymakers, regulators and other stakeholders across the Americas, Europe and Asia with thought leadership on the rapidly growing and changing technology landscape and the societal implications of emerging technologies.
Before joining Google’s public policy team, Wilson was a patent litigation attorney at Google, where he not only defended Google in patent infringement lawsuits, but also helped push for patent reform legislation to curb rampant abuses of the US patent system. Prior to joining Google, Wilson was a litigator at Kilpatrick Townsend & Stockton LLP in Atlanta, Georgia and before that a federal judicial law clerk to the Honorable Alexander Williams, Jr. on the US District Court for the District of Maryland.
In addition to serving on the corporate boards of Vector Group Ltd (NYSE: VGR) and Douglas Elliman (NYSE: DOUG), Wilson serves as an adjunct faculty member at the University of Maryland Technology Enterprise Institute, where he teaches graduate and undergraduate courses in the University’s technology entrepreneurship program. Wilson earned his Bachelor of Science degree, summa cum laude, in Computer Engineering from NC State University. He earned a Juris Doctor degree with honors from the University of North Carolina at Chapel Hill School of Law.
Wilson now lives in Singapore with his wife and 3 kids after 13 years in the Bay area.

Jeff is a Singapore-based professional with over 28 years of experience at leading multinational corporations, including Visa, Microsoft, Reuters and the Royal Bank of Canada. Jeff has lived in Singapore for more than 25 years and has spent over 15 years in regional-based roles covering Asia. In 2014, he established PS-engage. Assisting clients with regulatory and policy work, PS-engage collaborates with top IT, e-commerce, finance, and payments companies to deliver constructive government interactions.
Jeff is also the Managing Director of the Asia Internet Coalition, the leading industry body that advocates for effective regulatory changes for the internet economy. Jeff was a Co-Chair of the Financial Services Committee for six years and is currently a Co-Chair of the Small and Medium Enterprises Committee at the American Chamber of Commerce in Singapore. Jeff is also a member of the Tax Feedback Panel at the Inland Revenue Authority of Singapore (IRAS) and has been appointed to the Board of Directors at Celata Tech: a company that develops geographical intelligence platforms and solutions.
Jong Woo Kang Director, Regional Cooperation and Integration Division, Economic Research and Development Impact Department, Asian Development Bank
(presenter)BioJong Woo Kang is Director of Regional Cooperation and Integration Division at the Economic Research and Development Impact Department (ERDI) of the Asian Development Bank (ADB). As director, he plays a role as an interface between ADB’s internal and external stakeholders on regional cooperation and integration. He is a seasoned economist with extensive knowledge and experiences on policy and strategic issues. He was Principal Economist at ERDI, Senior Advisor to the Managing Director General of ADB, and Senior Economist at the Strategy, Policy, and Partnerships Department at ADB. He leads the annual publication of Asian Economic Integration Report. Areas of his research interest include regional integration, inclusive growth, macroeconomic policies, international trade and finance, and aid effectiveness. He published articles in economics journals such as Journal of Development Economics, Journal of Applied Economics, and Journal of World Trade. Before joining ADB, he was director at the Ministry of Finance and Economy of the Republic of Korea until 2006. He had got his bachelor’s degree in economics and master’s in public administration from Seoul National University, and PhD in economics from University of Washington.

He has led multiple businesses within eBay spanning Ecommerce, Strategy, P&L General Management, Cross Border Trade, Policy Advisory, Online Payments and Strategic Investment & Partnerships. During his tenure, he has overseen the eBay Strategic Partnership and Investment in Flipkart (India’s Leading eCommerce platform) and was responsible for transforming eBay’s business in India and South East Asia. Yinghui Tng Head of Southeast Asia, Government Affairs and Public Policy, GoogleBioYinghui Tng is the Southeast Asia head of Government Affairs and Public Policy for Google’s product areas of Google Play, Android, Chrome, and Pixel. At Google, she drives Google’s strategic efforts across the region, engaging with key opinion formers to develop solutions, policies, and regulations that support the development of technology in a responsible way. With nearly 10 years of experience in the government affairs field in the region, Yinghui is experienced in running campaigns and working across a diverse set of stakeholders on topics related to content policy, customs and trade facilitation, and economic opportunities.
Before joining Google’s public policy team, Yinghui was with Fedex’s public policy team, where she worked with governments in Asia and the Pacific to develop targeted travel policies for air crew during the COVID-19 pandemic to ensure continuity of air cargo and trade. Yinghui has also written a book titled Not Born in Singapore published in 2015 where she told stories of prominent foreigners who contributed to Singapore's success.
Yinghui earned her Bachelor of Arts degree in political science from National University of Singapore. She earned a masters degree from the Josef Korbel School of International Studies at University of Denver.

(moderator and presenter)Bio PresentationTengfei Wang joined the United Nations ESCAP as an Economic Affairs Officer in 2008. Since then, he has been working on the areas related to trade and transport facilitation, digital economy, technology and innovation. Currently, his work is mainly focused on implementing the Framework Agreement on Facilitation of Cross-border Paperless Trade in Asia and the Pacific, providing advice to governments and undertaking studies on topics pertinent to trade facilitation, paperless trade and digital economy.
In his career, he drafted many UN legislative documents, guidebooks and reports. Furthermore, he publishes extensively in peer-review academic journals on trade, logistics and digital economy. His publications have been cited over 4,000 times. He earned his PhD from the Hong Kong Polytechnic University and was the winner of 'Palgrave Macmillan' global PhD thesis competition (2002-2005).
Rifan Ardianto Director of E-Commerce and Trade in Service, Ministry of Trade, IndonesiaBioRifan Ardianto has served as the Director of the newly established Directorate of Electronic Commerce and Trade in Services at the Ministry of Trade Republic of Indonesia since 2022. Born in Bandung in 1981, he pursued his undergraduate studies at the Bandung Institute of Technology in Mathematics. He later advanced his academic career in Australia, where he earned a PhD in Supply Chain and Logistics from the Royal Melbourne Institute of Technology (RMIT) University, graduating in 2018. As Director, Rifan Ardianto has been developed Ministry of Trade Regulation No. 31 of 2023, aimed at establishing a fair e-commerce ecosystem for businesses and consumers in Indonesia.
Sami Farhad Adjunct Professor, Zhejiang University; and Advisor, Globalization Office, Alibaba GroupBioSami Farhad is Senior Lecturer of the Global Engagement Program of Zhejiang University, and Senior Advisor to the Alibaba Group. His research focuses on international organizations, global governance, and the relationship between technology and development.
Mr. Farhad has rich experience in technology and policy issues. Since 2008, he has worked in the internet sector in China, including in numerous international cooperation initiatives and partnerships with international organizations. In 2018 and 2019, he was a sherpa participating in the drafting of the report of the UN Secretary General’s High Level Panel on Digital Cooperation.
He is a graduate of Harvard University and Columbia Law School, and studied in China at Beijing Language & Culture University and Renmin University.
Kostas Rossoglu Head of Public Affairs/Government Affairs, ShopifyBioKostas Rossoglou leads Shopify’s public policy and government affairs efforts internationally, with a particular focus on Europe and the Asia Pacific. Erin Watson Managing Director, Baker & YorkBioErin Watson is Managing Director of Baker & York, and has over 15 years’ experience in public policy, public affairs and research. Prior to establishing her own boutique consultancy, Erin worked in senior leadership roles at Australian universities and think tanks where she built a reputation for her public affairs and research. Erin has represented Australia at G20 meetings in seven countries, published reports for the United Nations, and regularly filed for the Economist Intelligence Unit. (moderator)BioKijin Kim is an economist in the Economic Research and Regional Cooperation Department, Asian Development Bank. Since he joined the ADB in 2017, he has been working on trade, trade facilitation, and trade finance within the context of regional cooperation and integration (RCI). He contributed to ADB’s publications on these areas including the Asian Economic Integration Report, Trade Finance Gaps, Growth, and Jobs Survey, and Trade Facilitation and Better Connectivity for an Inclusive Asia and Pacific.
Before joining ADB, he was a research fellow of the Regional Economics Applications Laboratory at the University of Illinois since 2012. From 2004 to 2010, he worked as economist at the Bank of Korea. He earned his PhD in economics from the University of Illinois at Urbana-Champaign in 2016, focusing on research within the fields of regional economics and applied econometrics, centered on the role of labor markets, the effects of heterogeneity in consumption spending, and labor market participation on regional economies.
Heidi Mah Associate Director, BGA SingaporeBioHeidi Mah is an Associate Director with BowerGroupAsia. She works with Fortune 500 companies to craft and execute government affairs, public policy and market access strategies, and has deep expertise in technology, e-commerce and supply chains. Prior to joining BowerGroupAsia, Heidi helmed the Info-Communication Technology and Singapore portfolios at the U.S.-ASEAN Business Council. In this role, she advised companies on the digital regulatory landscape and helped them build strong relationships with government stakeholders across Southeast Asia.
Heidi started out in the public sector by serving as an innovation and growth advocate at Enterprise Singapore. She spearheaded digitalization, innovation and internationalization initiatives at the economic agency to support small and medium enterprises in the maritime sector. This included strengthening the digital capabilities of local bunkering companies, facilitating investment deal flows for maritime tech start-ups and leading an open innovation challenge to enhance and drive partnerships within Singapore’s vibrant trade and connectivity ecosystem.
Yah Shze Min Manager for Customer Trust and Public Policy, AmazonBioShze Min Yah is the Manager of Customer Trust and International Public Policy at Amazon, where she manages product safety, recalls, intellectual property, and scams across Singapore and Southeast Asia. She plays a key role in protecting Amazon’s marketplace integrity, working on complex issues such as counterfeiting and fraud prevention.
Shze Min also serves as Vice-Chair of the Singapore Chapter of the Global Anti-Scam Alliance (GASA), a leading global coalition fighting scams with over 100 members. She has previously held leadership roles at Enterprise Singapore, IPOS, and the Ministry of Trade and Industry.
Christopher Ong Managing Director, DHL SingaporeBioMr. Christopher Ong is currently the Managing Director of DHL Express Singapore, a position he has held since November 2018. Responsible for driving sustainable growth in this key market, Chris has been focused on delivering great service quality to loyal customers through a highly motivated workforce. A strong advocate of corporate stewardship, Chris has also been invited to share his views publicly and at business forums on a variety of business topics including sustainability, SME strategies, trade and logistics, e-commerce, digitalization, people engagement and leadership.
Chris joined DHL in 2006 and was responsible for Mergers and Acquisitions, Partnerships and Planning, First Choice (Six sigma) and GoGreen corporate programmes for Asia-Pacific. In October 2011, he was appointed Country Manager of DHL Express Vietnam before he took on the role of Managing Director for Malaysia and Brunei in March 2014. She has worked at national and regional levels to create long-term development solutions in public sector management, infrastructure, and finance sectors. During her tenure at ADB, she has held senior positions, including as Country Director for Georgia, where she led ADB’s country development strategy and portfolio during 2015-2019. She has served on corporate committees for ADB’s gender, governance and public finance policy and interventions. In her current role as Advisor to the Chief Economist of the Asian Development Bank, Elhan-Kayalar specializes in knowledge and policy solutions for high-impact development assistance in Asia and the Pacific. Elhan-Kayalar holds a PhD in economics from the University of California.
Yoonee Jeong Senior Digital Technology Specialist, ADB
(presenter)Bio PresentationYoonee Jeong is a Senior Digital Technology Specialist with the Digital Technology for Development Division at ADB. She is a public policy professional with nearly 20 years of international experience in digital technologies in Asia Pacific and Africa.
Before joining ADB, Yoonee was the Director of Public and Regulatory Affairs with the Telenor Group, a global mobile operator. Previously, Yoonee served as a senior consultant on digital economy policy and capacity building to the World Bank and UN-ESCAP and lead policy advocacy for tech companies as Director of Research and Consulting with TRPC, an advisory firm. A Korean native, Yoonee obtained her Master's degree in International Development Policy from Duke University as a Foreign Language and Area Studies (FLAS) Scholar and her bachelor's from the Ateneo de Manila University of the Philippines.
Herbert Fung Chief Data Officer and Senior Director (Data and Digital), Competition and Consumer Commission of SingaporeBioHerbert Fung is Chief Data Officer and Senior Director (Data and Digital) at the Competition and Consumer Commission of Singapore (CCCS). He oversees data analytics and digital market issues for both competition and consumer protection. He also supervised a range of enforcement cases including the Grab-Foodpanda merger, the Grab-Uber merger, SISTIC’s abuse of dominance, the Singapore Medical Association Guidelines of Fees, and the Petrol Market Study. Prior to joining CCCS in 2008, he was Senior Economic Advisor at the Office of Telecommunications Authority in Hong Kong, China, and before that, Associate (Equity Research) at Credit Suisse. Herbert graduated with a dual-degree in economics and statistics from the University of Chicago, and holds a post-graduate diploma in EU Competition Law from King’s College London.
Hee-Eun KIM Director, Competition Policy APAC, METABioHee-Eun Kim is the Director of Competition Policy, Asia Pacific at Meta. Based in Singapore, she provides strategic oversight and expert guidance on competition policy matters across the region. Before joining Meta, Hee-Eun served as the Principal Legal Counsel at Samsung Electronics. During her 8-year tenure at Samsung, she worked as the lead antitrust counsel, advising senior management and business divisions on all aspects of international antitrust matters related to semiconductor, mobile businesses, and global operations. Prior to her time at Samsung, she practiced EU competition law and intellectual property law at Covington & Burling LLP in Brussels, and previously worked at the UN in New York and Geneva.
In addition to a law degree from Korea, she holds an LL.M. in Law, Science & Technology from Stanford Law School and an LL.M. from the Munich Intellectual Property Law Center, as well as two postgraduate diplomas from King’s College London specialising in Economics for Competition Law and EU Competition Law. She is a Solicitor of the Senior Courts of England & Wales and a member of the New York Bar. She served as the Non-Governmental Advisor to the European Commission DG Competition, is the winner of the Global Counsel Awards in the in-house competition lawyer category, and has been featured as one of the top 50 in-house antitrust lawyers by the Global Competition Review.
Burton Ong Associate Professor, Faculty of Law, National University of Singapore; and Head (Competition Law), EW Barker Centre for Law & BusinessBioBurton Ong is an associate professor at the Faculty of Law at the National University of Singapore (NUS). He obtained his undergraduate and graduate legal training at the NUS and Oxford University, where he was awarded the Lee Kuan Yew Gold Medal and the Vinerian Scholarship, as well as at Harvard Law School. Apart from competition law, he teaches and researches in the areas of contract law, intellectual property law, and biodiversity law. He has taught competition law modules to undergraduate and graduate students, both with legal and non-legal backgrounds, as well as non-legally trained intellectual property professionals. He received university level awards for teaching excellence in 2008 and 2022.
Since 2015, he has coached several teams of his undergraduate competition law students representing NUS at the Herbert Smith Freehills competition law moot competition, where they have emerged as champions in 2015 and 2022, while securing the runners-up position in 2017, 2020, and 2021.
Ploykaew Porananond Assistant Professor, Faculty of Law, Chiang Mai UniversityBioPloykaew Porananond is a lecturer at the Faculty of Law, Chiang Mai University. She obtained her license and master’s in law from Université Grenoble II and Université Toulouse I, respectively, and her PhD in law from the University of Glasgow. She has a particular research interest in comparative competition law and in the enactment and enforcement of competition laws in unfavorable political contexts. Her research focuses on competition law in the ASEAN region as well as national competition law in Thailand. (hosted by The Asia Internet Coalition)- Join us for an engaging session on the rapidly expanding world of cross-border e-commerce, which is growing at twice the rate of domestic sales, with a compound annual growth rate of 29%. Asia and the Pacific are leading the charge, showcasing higher growth and larger volumes than any other region. To foster sustainable growth and innovation in this sector, it is crucial to adhere to taxation principles such as neutrality, efficiency, certainty, simplicity, effectiveness, fairness, and flexibility.This panel will highlight the benefits of multilateral taxation efforts, with a focus on the OECD's role in establishing international best practices. A multilateral framework is essential for creating a fair and supportive taxation environment for the burgeoning e-commerce industry in Asia. Key questions will include:
- How can governments effectively tax cross-border e-commerce given its high growth compared to domestic sales?
- What are the key taxation principles that matter in e-commerce and broader economic activity?
- What best practices can governments adopt for taxing cross-border e-commerce?
- How can companies and national governments support ongoing multilateral taxation efforts at global and regional levels?

(moderator)BioDeborah Elms is Head of Trade Policy at the Hinrich Foundation in Singapore. Prior to joining the Foundation, she was the Executive Director and Founder of the Asian Trade Centre (ATC). She was also President of the Asia Business Trade Association (ABTA) and the Board Director of the Asian Trade Centre Foundation (ATCF). Dr. Elms serves on the board of the Trade and Investment Negotiation Adviser (TINA) at the UN Economic and Social Commission for Asia Pacific (UNESCAP). She was on the International Advisory Council for APCO (2021-2023) and was a member of the International Technical Advisory Committee of the Global Trade Professionals Alliance and Chair of the Working Group on Trade Policy and Law. She was also a member of the World Economic Forum’s Trade and Investment Council for 2018-2020.
Prior to founding ATC/ATCF and the ABTA, Dr. Elms was the head of the Temasek Foundation Centre for Trade & Negotiations (TFCTN) and a Senior Fellow in International Political Economy at Nanyang Technological University. She earned her PhD in political science from the University of Washington, an MA in International Relations from the University of Southern California, and bachelor’s degrees from Boston University. Dr. Elms is a published author, editor, and regular contributor to global trade discussions in various media and at international conferences.
Mackenzie Gunther Tax Sub-Committee Representative, AIC
(presenter)Bio PresentationMackenzie Gunther is a government relations and public policy analyst at PS-Engage and the Asia Internet Coalition, where she leads the AIC Tax Committee. As an analyst, she facilitates government engagements and supports clients in responding to regulatory developments across the region. She is also the Secretariat for the Asia Travel Technology Industry Association (ATTIA), where she works with travel tech companies in engaging regulators and creating a conducive environment for the growth of the regional tourism industry.
Prior to joining the team in 2023, Mackenzie worked at an international investigative research and risk advisory firm specializing in due diligence, investigations, and business intelligence research. In this role, she specialized in corporate due diligence and risk assessments for pre-IPO and M&A transactions, working with financial services clients across APAC.
Mackenzie has a Dual Degree Master of Public Policy and Master of Global Affairs from the Sciences Po School of Public Affairs and the University of Toronto Munk School.
Michael Nixon Partner, Deloitte (former Senior Advisor to the OECD)BioMichael Nixon a seasoned transfer pricing economics and tax law practitioner, working as a partner at Deloitte, Singapore. He was a senior advisor at the Organisation for Economic Co-operation and Development (OECD) within the tax treaty and transfer pricing unit, where he focused on the tax aspects of the digital economy. He was also the principal economist at Baker McKenzie Wong & Leow, where he advised multinationals across various industries in their transfer pricing planning and compliance. He obtained his master’s degree in economics from University of London.
Yang Li Head of Public Affairs, Asia Pacific, Booking.comBioAs the Head of Public Affairs for APAC, Yang Li is responsible for government relations, stakeholder engagement, reputation management and regulatory affairs across 12 markets in Asia. Yang is passionate about ensuring the business grows in a sustainable and ethical manner while building trusted win-win relationships with key stakeholders.
Prior to joining Booking.com, Yang held senior roles in public affairs and public policy at foodpanda and Juul Labs. Prior to that, Yang held a number of roles in public affairs agencies such as APCO Worldwide and Asia Group Advisors to support global clients in public affairs and government relations.
Yang holds a Master’s degree from the Lee Kuan Yew School of Public Policy at National University of Singapore and Bachelor’s degrees from the University of California.

(moderator)BioMr. Surtani leads efforts to deepen cooperation between ADB and the Government of Singapore and the financial sector, as well as explore opportunities for private and public sector projects across the region with a strong focus on climate action.
Prior to this appointment, Mr. Surtani was director of infrastructure finance at ADB’s Private Sector Operations Department covering East Asia, Southeast Asia, and the Pacific. His team successfully closed milestone projects including investments in broadband satellites regionwide, renewable power in Indonesia, cross-border renewables in Lao People’s Democratic Republic and Thailand, as well as investments in electric transport and charging infrastructure.
Mr. Surtani has over 30 years of experience in Asian infrastructure lending and advisory. He has strong sector and regional knowledge across the entire energy chain, as well as in infrastructure, and telecommunications. A citizen of the United Kingdom, he obtained his Bachelor of Science Degree in Business Finance and Economics from the University of East Anglia in 1988 with a First-Class Honors degree. He obtained his Master of Philosophy Degree in Management Studies from the University of Oxford in 1990.

Prior to Google, Sanghyun worked at various institutions such as the national government of the Republic of Korea, Organisation for Economic Co-operation and Development (OECD), State Street Global Advisors, and Airbnb. Sanghyun earned his Bachelor of Arts in economics from Emory University, MBA from the Massachusetts Institute of Technology (MIT) Sloan School of Management, MPA from Harvard University’s Kennedy School, and PhD in information systems from Yonsei University.
Albert Park Chief Economist and Director General, Economic Research and Development Impact Department, Asian Development BankBioAlbert F. Park is Chief Economist of the Asian Development Bank and Director General of its Economic Research and Development Impact Department. He is chief spokesperson on economic and development trends and leads the production of ADB’s flagship knowledge products and support for regional cooperation fora.
Mr. Park has more than 2 decades of experience as a development economist and is a well-known expert on the economy of the People’s Republic of China. He has worked on a broad range of development issues including poverty and inequality, intergenerational mobility, microfinance, migration and labor markets, the future of work, and foreign investment.
Mr. Park is Chair Professor of Economics, Social Science, and Public Policy at HKUST (on leave). He served as a founding director of HKUST’s Institute for Emerging Market Studies and Center for Economic Policy, and previously held faculty positions at the University of Oxford and University of Michigan.
A national of the United States, he received his bachelor’s degree in economics from Harvard University and his doctorate in applied economics from Stanford University.
