Deepening Trade and Transport Facilitation Policy Analysis of Border Crossing Points: Expanding the CAREC Corridor Performance Measurement and Monitoring Framework


This seminar will explore how trade and transport facilitation can help reduce the high trade costs and delays that continue to limit regional connectivity and competitiveness in the Central Asia Regional Economic Cooperation (CAREC) region. Since 2009, the Corridor Performance Measurement and Monitoring (CPMM) framework has played a critical role in diagnosing these challenges by tracking time, cost, and speed along CAREC corridors and identifying bottlenecks at and behind borders.

Building on this foundation, the new ADB report Deepening Trade and Transport Facilitation Policy Analysis of Border Crossing Points: Expanding the CAREC Corridor Performance Measurement and Monitoring Framework adds value by examining customs procedures, customs coordination, transit support facilities, and transport regulations at selected border crossing points. Drawing on additional survey-based evidence and field assessments, the report provides granular insights into why delays and costs occur and offers practical recommendations to streamline customs and transit processes, reduce bottlenecks, and lower trade costs—supporting targeted reforms that advance CAREC’s agenda for regional trade and economic diversification.

Lyaziza Sabyrova Regional Head, Regional Cooperation and Integration Unit, CWRD, ADB
Bio

Lyaziza Sabyrova leads the regional cooperation and integration team in the Central and West Asia Department of the Asian Development Bank. It includes the Secretariat for the Central Asia Regional Cooperation (CAREC) Program.

After obtaining her PhD degree in Economics from Indiana University (Bloomington, IN, USA), Lyaziza joined ADB in 2000. She worked on infrastructure projects in the People’s Republic of China, and in Central Asia and South Caucasus regions. She was posted in ADB’s Resident Mission in the Kyrgyz Republic from 2006-2008. In the following three years, she was on a special leave from the ADB, during which she was a Deputy Director of an independent private economic think tank in Kazakhstan, the RAKURS Center for Economic Analysis. More recently, she led the preparations of ADB's Country Partnership Strategies for several Central Asian and South Caucasus countries, steered the work of the CAREC Institute, and was involved in the Department’s analytical work and knowledge management.

Vardhman Jain Associate Director, Deloitte Touche Tohmatsu India LLP
Bio

Vardhman Jain is an Associate Director at Deloitte India with over a decade of experience in Management Consulting. He has advised Central Ministries, State Governments, and private sector clients across India on trade and investment promotion, policy analysis, regulatory and business reforms under the Ease of Doing Business agenda, government process re-engineering, sector development, strategy formulation, framework design, and program management.

Prior to Deloitte, he worked with KPMG and EY India, contributing to large-scale transformation and reform initiatives.

Vardhman holds a Master’s degree in Business Administration (Gold Medalist) and a B.Tech in Computer Science. He is also a certified PRINCE2® Practitioner in Project Management by AXELOS Global Best Practice.

Kijin Kim Senior Economist, ERDI, ADB
Bio

Kijin Kim is a Senior Economist in the Economic Research and Development Impact Department, Asian Development Bank. Since he joined the ADB in 2017, he has been working on trade, trade facilitation, and trade finance within the context of regional cooperation and integration. He contributed to ADB’s publications on these areas including the Asian Economic Integration Report; Trade Finance Gaps, Growth, and Jobs Survey; and Asia-Pacific Trade Facilitation Report.

Before joining the ADB, he was a research fellow of the Regional Economics Applications Laboratory at the University of Illinois since 2012. From 2004 to 2010, he worked as Economist at the Bank of Korea. He earned his PhD in economics from the University of Illinois at Urbana-Champaign in 2016, focusing on research within the fields of regional economics and applied econometrics, centered on the role of labor markets, the effects of heterogeneity in consumption spending and labor market participation on regional economies.

Zulfia Karimova Principal Regional Cooperation Specialist, CWRD, ADB
Bio

Zulfia Karimova is an international development professional with diverse work experience, having worked with multilateral organizations like ADB, IMF, World Bank, UN; private sector and international NGOs, think tank/academia. Ms. Karimova has extensive experience in managing policy dialogue with senior government officials and complex programs in [sub]regional cooperation and integration (RCI), corporate finance and social sectors, as well as in strategic coordination and implementation of ADB-wide strategies and policies.

Ms. Karimova led and coordinated multi-stakeholder and cross-sectoral efforts in the conceptualization and design of innovative development initiatives for ADB operations. She coordinates diverse range of RCI, trade and investment, capacity development, and co-financing. She manages RCI projects in the People's Republic of China, Mongolia, and subregional trade initiatives in the Central Asia Regional Economic Cooperation (CAREC) Program and Greater Mekong Subregion (GMS).

Max Ee CPMM consultant
Bio

Max Ee is a business consultant with focus on infotech and supply chain management. Based in Singapore, he founded SCMi Group LLP where the clientele included World Bank, U.S. Agency for International Development (USAID), Asian Development Bank and International Trade Center.

With 27 years of experience as a lecturer, trainer and course developer, Max currently serves as a Director in The Logistics Academy and formerly engaged as an Associate Faculty member by the Singapore University of Social Sciences, leading the procurement and supply chain management module.

As the Director of Education (Institute of Blockchain Singapore), he oversees the capacity building programs and structured decentralized finance workshops in partnership with Emurgo Singapore. Being a Certified Blockchain Consultant, he also holds the Certified Ethical Hacker (C|EH), Certified Network Defender (C|ND) and Certified Software Engineer (Case.Net). Max holds a Master of Science in Logistics, Graduate Diploma in Systems Analysis and a Bachelor of Business Administration (B.B.A.) 2nd Upper Honours, awarded from National University of Singapore and Nanyang Technological University, both ranked 8th and 26th in QS World University Rankings 2024.

Ali Raza Hanjra Project Director, CAREC-RIBS
Bio

Ali Raza Hanjra has two decades of experience in managing projects, contracts and procurement related to complex construction work and ICT goods under public and donor-funded guidelines, including those of the World Bank, ADB, EU, JICA, and FIDIC. Ali Raza has led initiatives in Customs modernization, cross-border trade facilitation, and regional transit reform, notably establishing the Pakistan Single Window Data Center under the CAREC-RIBS Project.

Currently serving as the CAREC Sector Focal Person for Trade Facilitation and Infrastructure at Pakistan’s Federal Board of Revenue and Project Director of the ADB-funded CAREC-RIBS project, Ali Raza is committed to advancing seamless trade across the CAREC region. His work is aligned with CAREC Integrated Trade Agenda 2030 and the CAREC Transport and Trade Facilitation Strategy 2030.

Holding a PhD in Strategic Supply Chain Management and a Master’s in Public Procurement, and an MBA in Project Management, Ali Raza brings a strong blend of policy, operational, and academic expertise to regional trade transformation efforts.

Jong Woo Kang Director, ERDI, ADB
Bio

Jong Woo Kang is Director of Regional Cooperation and Integration Division at the Economic Research and Development Impact Department (ERDI) of the Asian Development Bank (ADB). As director, he plays a role as an interface between ADB’s internal and external stakeholders on regional cooperation and integration. He is a seasoned economist with extensive knowledge and experiences on policy and strategic issues. He was Principal Economist at ERDI, Senior Advisor to the Managing Director General of ADB, and Senior Economist at the Strategy, Policy, and Partnerships Department at ADB. He leads the annual publication of Asian Economic Integration Report. Areas of his research interest include regional integration, inclusive growth, macroeconomic policies, international trade and finance, and aid effectiveness. He published articles in economics journals such as Journal of Development Economics, Journal of Applied Economics, and World Economy. Before joining ADB, he was director at the Ministry of Finance and Economy of the Republic of Korea until 2006. He had got his bachelor’s degree in economics and master’s in public administration from Seoul National University, and PhD in economics from University of Washington.
