Regional Cooperation for Green Transition: The Role of the ASEAN Power Grid


ASEAN countries have pledged ambitious climate and net-zero targets, making the shift to cleaner, low-carbon energy systems an urgent priority. Achieving these goals will require not only expanding renewable energy within national borders but also strengthening regional cooperation so that resources can be shared more efficiently across Southeast Asia. The ASEAN Power Grid (APG) is central to this vision: by interconnecting national grids and facilitating cross-border electricity trade, it has the potential to unlock the region’s abundant renewable resources while enhancing energy security and reducing reliance on fossil fuels. Yet, questions remain on how this potential can be realized in practice. What role can APG play in accelerating green transition across ASEAN? What market designs, regulatory frameworks, and technical solutions are needed to make regional integration work? And how can governments and stakeholders overcome the political and institutional barriers to deeper cooperation? The Energy Studies Institute (ESI) of the National University of Singapore has been examining these issues in depth, providing research and insights into APG’s opportunities and challenges. This webinar will bring those findings into discussion, exploring APG’s crucial role in advancing ASEAN’s clean energy transition and meeting climate goals.

Bio

Sanchita Basu Das is an economist at the Regional Cooperation and Integration Division of the Economic Research and Development Impact Department of the Asian Development Bank (ADB). She contributes to the division’s flagship publication, namely the Asian Economic Integration Report, and other knowledge products. She also supports the ASEAN regional forum. Her core research interests include regional cooperation and initiatives related to them, such as trade, logistics, industrial corridors, tourism, digital economy, institutions, and others. Sanchita joined ADB in November 2018 and served as an economist in the South Asia Department, processing loans/grants, implementing technical assistance projects, and leading operationally relevant analytical studies.

Prior to joining ADB, Sanchita was the lead researcher for economic affairs at the ASEAN Studies Centre of ISEAS-Yusof Ishak Institute, Singapore. She was concurrently a fellow of the Regional Economic Studies Program, coordinator of Singapore APEC Studies Centre and a co-editor of Journal of Southeast Asian Economies (JSEAE), all housed under the same institute. Sanchita has published in international journals including the Singapore Economic Review, Journal of World Trade and Asia Pacific Economic Literature, authored/edited books and book chapters, and wrote for media. Sanchita earned her PhD in international political economy from Nanyang Technology University, Singapore, and her masters in economics and business management from the University of Delhi and the National University of Singapore, respectively.

Dr. Roger Fouquet Principal Research Fellow, Energy Studies Institute, National University of Singapore
Bio

Roger Fouquet is a Principal Research Fellow and Deputy Director of Research at the Energy Studies Institute at the National University of Singapore, and a Visiting Senior Fellow at the Grantham Research Institute on Climate Change at the London School of Economics (LSE).

He investigates the changing relationships between economic development, energy use and its environmental impacts. In 2006, his joint article was chosen for the Best Paper Award in The Energy Journal. In 2010, his book, 'Heat, Power and Light', was selected as one of three Outstanding Academic Titles in Business and Economics. He is the editor of the Handbook on Energy and Climate Change, of the Handbook on Green Growth and of The Economics of Renewable Energy.

Presentation: Role of APG in supporting clean energy goals and net-zero pathways
Dr. Sung Jinseok Research Fellow, Energy Studies Institute, National University of Singapore
Bio

Jinseok Sung is a Research Fellow at the Energy Studies Institute, National University of Singapore. Prior to this, he held several academic and research positions in South Korea, including Research Professor at the Center for International Area Studies and Lecturer in the Department of BRICS at Hankuk University of Foreign Studies. He also served as a Research Fellow in the Department of Political Science and Diplomacy at Hallym University of Graduate Studies.

Before his career in South Korea, Jinseok was a Visiting Researcher at the Institute for Emerging Economies (BOFIT) at the Bank of Finland in Helsinki. He also participated in various research projects on energy markets with organisations in different countries.

Jinseok's research primarily focuses on global natural gas markets and energy markets in the Asia Pacific region and Eurasian countries.
