Cross-border Infrastructure
United Nations Special Programme for the Economies of Central Asia
The United Nations Special Programme for Economies of Central Asia (SPECA) was adopted by the UN Economic Commission for Europe (UNECE), the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), and the leaders of Kazakhstan, Kyrgyz Republic, Tajikistan, and Uzbekistan in March 1998. Azerbaijan and Turkmenistan later joined while Afghanistan has been invited in May 2005. Priority areas of cooperation include energy, water resource management, transport infrastructure, and border-crossing facilitation.
